Passive with Modal Verbs
You already know the passive voice (Das Buch wird gelesen — The book is being read) and modal verbs (Ich muss gehen — I must go). Now it is time to combine them. The result, Das muss gemacht werden (That must be done), appears constantly in everyday German — in instructions, emails, signs, and polite requests.
The good news is that the pattern is very consistent. Once you learn the formula, you can slot in any modal verb and any past participle and be understood perfectly.
The Formula
Subject + modal verb (conjugated) + … + past participle + werden
The modal verb takes the second position in a main clause. The past participle and the infinitive werden appear together at the very end, always in that order: participle first, then werden.

For the past tense, simply switch the modal to its Präteritum form. Everything else stays the same.
Word Order: Main vs. Subordinate Clauses
In a main clause, the modal sits at position 2 and the participle + werden go to the end:
Das Formular muss vollständig ausgefüllt werden.
In a subordinate clause (after dass, weil, wenn, etc.), all verbs move to the end. The conjugated modal goes last — after werden:
Ich weiß, dass das Formular vollständig ausgefüllt werden muss.

Passive with Modals vs. Zustandspassiv
Do not confuse the action passive (werden + participle) with the state passive (sein + participle).

With modal verbs, werden is by far the more common choice. Only use sein when you want to describe a required condition or result, not an action being carried out.

⚠️ Common Mistakes
Das muss gemacht.Das muss gemacht werden.
The infinitive 'werden' is mandatory. Unlike English, German cannot drop the auxiliary at the end of a passive construction.
Das muss werden gemacht.Das muss gemacht werden.
The past participle always comes before 'werden' at the end of the clause. Reversing the order is ungrammatical.
Das Fenster muss geöffnet sein. (when you mean an action)Das Fenster muss geöffnet werden.
'sein' creates the Zustandspassiv, meaning the window must be in an open state. If you mean someone must open it, use 'werden'.
Die Dokumente muss unterschrieben werden.Die Dokumente müssen unterschrieben werden.
The modal verb must agree with the subject. 'Die Dokumente' is plural, so use 'müssen', not 'muss'. English speakers often miss this because 'must' never changes form.
